The extent to which it happens is the real issue IMO. For many years now we’ve had the option of giving annual permission to the Canadian Revenue Agency to pass our name and address over to Elections Canada for inclusion on the voters list. We then get our voting card in the mail at election time and have to present it when we go and vote. If you forget your card, or didn’t get one for whatever reason, you have to present photo id at the polling station before you can vote. I’m sure there are lots of looopholes in this as well and I’m pretty sure we must also suffer from double voting when it comes to people like students. This is also part of the ‘unwritten’ rule – tradition really; a fine balance between theoretical monarchical power and the pragmatic ones (although I’m unsure of what constraints have been put on monarchical power with any written constitution/laws – perhaps Marion can straighten me out on that). The Queen, absent any legislative (since 1971) curbs on monarchical power, could theoretically invite anyone she chose to form the next government – pragmatically, it would be the last such act she would perform; the monarchy would be severely curtailed or abolished altogether. A fine balance. We had a similar situation in Ottawa last year when the Conservative government requested prorogation of Parliament of the Governor General (the Queen’s Representative in Canada).
