I’m a 30 year police veteran, 5 in a medium size city in Illinois and 25 in a big city in Texas. This almost exact same scenario happened to one of my sons in a suburb here in Dallas. His plate came back stolen but the officer didn’t notice the hit was on a Canadian plate with a similar number. Apologies were given and he moved on. This is not to say there aren’t abuses and when they occur to you and yours they are extremely personal. But juxt oppose that to the millions of calls for service everyday and you’ll see they are rare.
