Many if not most serve patients from any state or country and many hospitals are owned in part or whole by interstate companies. Interstate commerce. The products they use are interstate commerce as is often their billing. Just because insurance companies are state chartered doesn’t make them intra state commerce, they are interstate. Arizona fought and delayed the original Medicaid for years and I can see them doing it again on the new one. Many states haven’t even started work on their exchanges and will delay and ask for extra time as long as they can.
