So, I think the discussion should begin with what global policies, here and in Central America, precipitated our current circumstance. One of the first things that comes to my mind is how our own intelligence apparatus bolstered Central and South American drug production to raise money for their illegal, or at least extra-legal enterprises. Our co-dependence in drug trafficking, and our schizophrenic attitudes toward drug use in this country, has always had effects that are global. Here in Chicago, in the mid 1990s, Mayor Daley changed law enforcement policy to only go after the street level traffickers and leave middle management and the multinational bankers alone. The drug traffic in this country can’t exist without the active support of top tier bankers and Wall Street. So let’s not just talk about the symptom, let’s talk about the cause. I realize that the children making their way across the border are a huge problem in logistics, and not everyone is going to be happy with any policy set forth.
