No doubt the grandfather clause was a step in the right direction as at least it allowed some black men to vote. That was probably an over statement, but what if instead of HC reform omnibus we had passed three bills, “Electronic Health Record Reform,” “Pharmaceutical Costing Reform,” and “Liability for Denial of Care.” No less unpopular with the right but you could have gotten 50% of the gop and baggers with the first, 20% of them on the second and used the defeat of the third to crucify the gop in 2010-12.
