Across the board tax cuts target the top 2% of the economic class. So not only does the government have to borrow money to cover across the board tax cuts, but then what happens with all that money? DUUUUUUUUHH! It goes into buying bonds to finance the debt the government takes on to finance the across the board tax cuts. Long term interest rates stay flat or decrease, making mortgages cheaper, and promoting a building boom.
