At what point does a citizen retain all rights after becoming a sworn enemy combatant on foreign soil avowing the destruction of the county and the murder of it’s citizens of which he claims partial citizenship?

C’mon, AdLib my memory may be poor but GWB’s ratings were 80-90% at that time and I watched the Senate debate giving him authority to fight terror world wide. It passed, Senator Obama voted against it and Senator Kerry and Clinton voted for it. It was a namby-pamby open ended act.
The act passed by Congress didn’t have a clause, “except persons with duel citizenship belonging to an organization calling for the murder of innocents” that I know of, that gave the Commander in Chief the authority to fight terrorists/terrorism world wide.
If it had leaked that a president knew the whereabouts of an avowed “citizen” wanting and promoting the murder of innocents, what would have been the reaction? Should he have sent in a thousand Marines and stormed the beaches and arrested him for treason? What about the US citizen that was killed in the attack? He wrote and published a magazine on how to carry out violent jihad.
Both of them renounced their US citizenship in my book when they called for the destruction of the very countries they claimed citizens of being members.
Sorry but that was used by GWB from Indonesia to Yemen before PBO took office.
