Another thing that is unclear to me is he seems to be saying that the 9% would be a reduction from the 15.6% (?) payroll tax. Is he saying that SS and Medicare would be paid for with the 9% and does it then become just another item in the budget leaving it open to yearly congressional whims and follies?

His bigotry of anyone and their beliefs is almost beyond comprehension. If his idea of heaven excludes everyone not following his ideas, it’s going an empty place.
