One requirement for treason is that one would have to have given, “aid and comfort within the United States or elsewhere”. One could be inside the USA or elsewhere while giving aid and comfort to enemies. Whether Russia is an enemy of the USA is controversial. However, the Muller Report concluded that the Russian government attempted to undermine a democratic election in the USA through the use of cyber attacks and disseminating misinformation using social media and other means.
