Cannot explain it, but there it is. At the base of mountains the pull is stronger. Northern colonies at least (don’t know about the South) did not have them. They also had really cool laws protecting the debtor – you could NOT confiscate the tools of his or her trade since that would make them dependents of society. Could not take the wife’s property if the husband had a debt and vice versa. You were expected to PAY your debt, so how could you go to prison? You were directed to work and pay it as you could.
