The system was that they would pass a budget in two parts. Part one was to pass a tax bill, establishing the amount of revenue the state had, and then go on to pass a spending bill which was required to spend only to the limits of the tax bill. In other words, establish income, then spend within those limits. Of course, stuff happens, and the two were never quite in sync, but they were usually close, sometimes even having a surplus. What happened, I wonder, to get them nearly a billion in the hole? Those cubs are yearlings… last years’ babies. They’ll be on their own by fall. My daughter says this is not an uncommon sight in her back yard. They regularly have black bears just walking through. Bears are omnivorous, and corn is a treat. That’s why my son-in-law puts it out. We see deer, bear, turkey, and so on because of it. This little family group was here for almost 45 minutes, actually. We just stood or sat in the windows and watched them. Our own little petting zoo (without the petting!). Black bears aren’t much of a danger unless you are between them and food or get between Mama and her cubs. If you notice on the video, they keep perking up and looking at the house.
