I think the decision to strike, or the excuse for the strike is based on the theory of proportionality. That the strike must be proportional to the event which caused the retaliation. It’s a diplomatic tool, mostly.

Now, the picture shows what looks like the outer edge of the air base, because the bombs in the background are pretty far away, but what shows is mostly empty space.
